field name length exporting to .dbf

I program Access 2000 databases for non-profit health agencies. Right
now the CDC is asking for all data to be provided to them in .dbf
format. They provide all the information about fields, properties etc
that they want. That's fine.

The problem is that they have asked for field names with more than ten
characters. I have tried several different tricks, but Access2000
will only allow up to 10 characters when it exports in .dbf format.
At least, as far as I can tell.

Help! I need to be able to adjust the properties of the export to
allow longer field names. Is this even possible?
